    The Office of Children and Family Services (OCFS) is pleased to announce that its review of public comment on the day care center, school age child care and small day care center regulations is complete. The new regulations were adopted on November 19, 2014 and are effective on June 1, 2015.  This six month lag period was built into the process so that programs have time to review the changes and come into compliance by June 1, 2015.     Learn fun, inclusive, developmentally appropriate physical activities that use inexpensive equipment, small spaces, and work well in homes, child care centers and preschool classrooms. View videos of 2-5 year olds engaged in these fun activities and try a few, too!

    Childhood Obesity is the Most Prevalent Health Concern Facing Children Under 5 in NY State. We can make a difference as children develop habits in their first 5 years of life by adding active play to the day. The 3-hour session will be offered by;

    Diane Craft  & Patty Persell

    Diane H. Craft, Ph.D., is a professor of physical education at SUNY Cortland.  She has co-authored four books on developmentally appropriate, inclusive physical activity for young children including Active Play! Fun Physical Activities for Young Children.

    Patty Persell is the New York State Head Start Collaboration Director and is working to help eliminate early childhood obesity in the state.

    One day and one evening session will be offered.

    August 4, 6-9pm & August 5, 9am-12pm.

    The fee is $5 per session, deadline is 7/21 or when the room is full!

    Who should attend:  Family child care providers, home visitors, UPK, child care, Head Start, nursery school teachers, and administrators.

    FREE Training Opportunity: Healthy Beverages in Child Care

    If you are a Family Day Care or Group Family Day Care Provider,  take advantage of this free training and earn credit!

    •             The Office of Children and Family Services-Division of Child Care Services (OCFS-DCCS) developed regulations for serving healthy beverages in child care.

    •             This training is available to help you and other providers learn the regulation and how to follow them in your child care program.

    •             The 45 minute training is available on demand.

    •             All you need to do is view the training presentation, answer the quiz questions and receive your certificate of training.

    •             Show your certificate of training to your licensor so they know you are aware of the regulation.

    Farm to Preschool

    Child Care Council has received a grant for Farm to Preschool. Farm to Preschool is a USDA approved program that aims to increase access to locally sourced fruit and vegetables for low-income families in the city of Rochester. The goal of Farm to Preschool (F2P) is to connect preschool children in child care and their parents/caregivers with local farmers and their products. The two components of F2P are efforts to increase the consumption of locally grown fruits and vegetables by providing convenience and access to purchasing fresh produce, and guidance on how to use it. The project involves an educational component consisting of food tastings and demonstrations on how to use the produce that is for sale.

    These Farmers Markets are open to the community and run until September 12th.

    New Family and Group Family Child Care Regulations Released – Effective May 1, 2014

    The revised family day care and group family day care regulations (Parts 413, 416 and 417) have been adopted and will go into effect on May 1, 2014.   This six-month lag period is built into the process to allow providers the time they need to become familiar with and come into compliance with the changes made to these regulations.

    The revised regulations offer improved health and safety standards as well as increased clarity and organization.  OCFS is prepared to work together with our committed child care providers toward the increased safety and health of New York’s children.

    OCFS has scheduled a statewide child care provider video conference on November 14, 2013 to introduce the changes and other learning opportunities will follow.  Licensors and registrars will also be available to provide technical assistance as needed.

    Environmental Health Researcher to Speak in Rochester About Environmental Chemicals and Epigenetics

    A leading environmental health researcher from the University of Michigan will give a community presentation on how
    toxic chemicals found in the environment threaten our health. The talk will
    take place April 23 from 4:00 p.m. to 5:00 p.m. at Child Care Council Inc. in
    Rochester, N.Y.

    Dr. Dana Dolinoy will give a short presentation titled, “A Tale of Two
    Mice or Why DNA Is Not (Necessarily) Your Destiny.” She will discuss her
    research on nutrition and environmental chemicals and how many common
    compounds, such as bisphenol A (BPA), may affect human bodies by altering
    normal gene activity. Dr. Dolinoy is the John G. Searle Assistant Professor of
    Environmental Health Sciences at the University of Michigan’s School of Public
    Health (UMSPH), and heads the university’s Environmental Epigenetics and
    Nutrition Laboratory.

    The event is being held through support from the University of
    Rochester Medical Center’s Environmental Health Sciences Center.

    “Child Care Council is pleased to partner with the Environmental
    Health Sciences Center to bring this important community discussion to
    Rochester,” said Child Care Council CEO Barbara-Ann Mattle. “The Council is
    dedicated to helping educate child care providers about ways to make their
    settings even healthier and safer for kids, and this event will provide them
    with valuable environmental health information.”

    The public is invited to participate in this discussion, which will
    take place at Child Care Council in the Drake-Lok Lifelong Learning Center, 595
    Blossom Road in Rochester, N.Y. Free parking is available across the street.

    OCFS announces a public comment period for proposed regulations

    March 17, 2014

    On January 29, 2014 a 45 day public comment period began for the day care center, school age child care
    and small day care center proposed regulations. The public comment period will end at 5PM on March 17, 2014.
