St. Paul’s Child Care Center

Title: Executive Director

Job Summary: Overall management of St. Paul’s Child Care Center (SPCCC), ensuring it operates within NYS OCFS, Monroe County Health Department, and Rochester City School District regulations.

Reports to: Board of Directors

Hours: 40 hours per week, Monday – Friday

Qualifications:
The Executive Director must be qualified by training and experience, including as required by New York State laws and regulations to carry out their respective functions in the administration, operation and maintenance of SPCCC.
1. To be qualified as an Executive Director, a person must possess either:
(i) a bachelor’s degree, including or in addition to 12 credits in Early Childhood, Child
Development or a related field; one year of full-time teaching experience in a child care center, family or group family day care home or other early childhood program; and one year of experience supervising staff in a child care program or a related field of work; or
(ii) a New York State Children’s Program Administrator Credential; one year of full-time teaching experience in a child care center, family or group family day care home or other early childhood program; and one year of experience supervising staff in a child care program or a related field of work; or
(iii) an associate’s degree in Early Childhood or related field, with a plan of study leading to a bachelor’s degree or a New York State Children’s Program Administrator Credential; two years of full-time teaching experience in a child care center, family or group family day care home or other early childhood program; and two years of experience supervising staff in a child care program or a related field of work; or
(iv) a Child Development Associate Credential or other Office-recognized credential, with a plan of study leading to a bachelor’s degree or a New York State Children’s Program Administrator Credential; two years of full-time teaching experience in a child care center, family or group family day care home or other early childhood program; and two years of experience supervising staff in a child care program or a related field of work.
2. Minimum of five years of experience in early child care and education with at least one year in a supervisory role is preferred.
3. Successfully complete all New York State required criminal history review and background clearance requirements.
4. Current CPR and First Aid certifications are preferred but not required.

Responsibilities:
Programming and Licensing:

Assuring compliance with licensing requirements and operating the SPCCC in compliance with all relevant state, federal and local laws and regulations.
Assuring compliance with all UPK laws and regulations as mandated by relevant state and federal authorities and contracted local school districts.
Assuring compliance with all relevant state, federal and local health laws and regulations.
Responsible for: hiring, orientation, supervision, and professional development of staff
Maintains/monitors all documentation related to compliance with NYS Day Care Regulations including but not limited to children and staff files.
Oversees Rochester City School District’s UPK program at the Center
Oversees the planning/implementation/communication of the staffing pattern
Supports classroom teams through: observation/feedback; ongoing training; ongoing review/ enforcement of OCFS regulations; and coordination of in-house and community training opportunities.
Coordinates licensing and accreditation processes as applicable to maintain quality and safety standards
Maintains OCFS Staff Training Log; ensures all staff meet training requirements.
Acts as the Lead Health Advocate for Health Care Plan as required by OCFS
Center Relationships

Works to achieve strategic plan objectives in accordance with the Mission, Vision and Philosophy of St. Paul’s Child Care Center.
Works effectively with families and keeps parents up-to-date on their child’s development and progress, including discussing ways to address any learning or behavioral issues.
Communicates effectively with families of St. Paul’s Community related to tuition and fundraising opportunities.
Oversees staff, communicating and and working effectively with them to create learning plans and programs for the Center
Strengthens the relationship between the Center and the Board and ensures ongoing review of progress focusing on financial stability and opportunities for appropriate growth and development by attending Board meetings and meetings with Board leadership.
Communicates and engages effectively with St. Paul’s Episcopal Church staff and leadership, reporting twice annually to the vestry and attending/speaking at parish events as requested.
Administrative and Fiscal Operations

Addresses any and all concerns that arise at the Center in a timely fashion
Oversees payroll processing and maintains documentation for Paid Time Off (PTO).
Serves as Human Resources liaison with staff related to personnel policies including benefits, attendance and record keeping.
Attends to all aspects of the financial stability of the Center including budget creation and management, and on-line deposits
Oversees inventory of materials and equipment
Maintains awareness of funding resources and initiates grant applications to meet identified needs
Oversees Accounts Receivable and Accounts Payable in conjunction with the Bookkeeper and Administrative Assistant in order to maintain checks and balances.
Leadership and Professional Development

Attends professional development opportunities to maintain state-of-the-art information in the overall management of the Center.
Participates in Rochester’s early childhood community (including but not limited to Early Childhood Education Quality Council, Universal Pre-Kindergarten Forum, Rochester Association for the Education of Young Children, United Way, Children’s Institute (BASIC), et al)
Maintains current First Aid and CPR certification
Job Type: Full-time

Pay: $51,500.00 – $60,000.00 per year
